November 4, Fineko/abc.az. There are no additional documents in the Draft State Budget of Azerbaijan for 2026 explaining the need to increase limits on external borrowings and state guarantees.

ABC.AZ reports, referring to Accounts Chamber’s conclusion on the Draft Budget for 2026.

The Chamber noted that the limit on domestic borrowings in the State Budget remains at last year's level, while indicators on external borrowings and state guarantees have been significantly increased. However, no relevant substantiating materials were provided.

Thus, in 2025, the upper limit of the domestic government debt is set at 2 billion manats, the external debt is 3.5 billion manats, and the limit on state guarantees - 2 billion manats.

In the new Draft Budget for 2026, the limit on external borrowings increases approx. 1.7-fold up to 6 billion manats, and on state guarantees by 1.5 times up to 3 billion manats.
