September 24, Fineko/abc.az. The Ministry of Finance of the Russian Federation proposed to raise VAT rate from 20% up to 22%, while maintaining preferential rate of 10% for socially significant goods.

The draft of the relevant amendments to the Tax Code of the Russian Federation, which, if adopted, should enter into force on January 1, 2026, has been submitted to the government as part of the budget package, the Ministry said.
Currently, base VAT rate of 20% is applied in Russia by default to all transactions, unless benefits are provided. The 10% discount rate applies to many food and children's products, medicines, periodicals, books, as well as to breeding farm animals.
