New fines imposed for NGOs

July 8, Fineko/abc.az. The Parliament adopted in the final reading the new fines for violating the requirements of legislation on the provision of services and performance of work by non-governmental organizations.

ABC.AZ informs that in this regard, a draft amendment to the Code of Administrative Offences was discussed at today's plenary session of the Milli Majlis extraordinary session.

It was noted that for failure by the NGO to submit contracts for the provision of services or the performance of work from external sources of financing within the time limits set by law for registration, officials will be fined from 1,500 to 2,500 manats, and legal entities from 5,000 to 7,000 manats.

The document emphasizes that for the provision of services or the performance of work by the NGO under such an agreement without a contract for provision of services or performance of work from external financial sources or without registration, or for accepting financial resources and (or) other material forms in this regard, officials are subject to a fine of 2,500 to 5,000 000 manats, legal entities - from 8,000 to 15,000 manats.

It was noted that for NGOs, banks and other payment service providers to conduct banking operations and any other operations under a service agreement or work performed at the expense of foreign financial sources that are not registered in accordance with the procedure established by the Law on NGOs (Public Associations and Foundations), officials are subject to a fine in the amount of from 2,500 to 5,000 manats and legal entities - from 5,000 to 8,000 manats.

After discussion, the bill was put to the vote and adopted in the third reading.
