May 1, Fineko/abc.az. The Asian Development Bank is considering the matter of a $850 million loan for development of Baku Metro CJSC.
ABC.AZ reports with reference to the ADB that the approval of the project is expected on August 26, 2027.
According to ADB’s estimates, the project includes the construction of additional 20 km of tunnels along the green and purple lines, 9 new stations (4 stations on the green line and 5 stations on the purple line), as well as 2 depots and the purchase of 300 wagons. The total cost of the project is estimated at approx. $2.6 billion.
The program is aimed at expanding the coverage area of metro services in Baku amid increasing traffic load. Along with the modernization of operational systems, the annual capacity of the metro is expected to increase by 25 million passengers. This will be achieved primarily by reducing the train travel time from 2 minutes to 1 minute 45 seconds.
The ADB loan is considered as part of the State Program for improving the transport infrastructure of Baku and the surrounding territories for 2025-2030, approved by the President of Azerbaijan on January 30, 2025. The program envisages development of the transport infrastructure of the capital and surrounding areas, accelerating economic growth and improving the standard of living of the population in accordance with Baku Master Plan 2020-40.
Earlier, ADB President Masato Kanda announced in November 2025 that the bank was ready to provide up to $2.5 billion in loans to Azerbaijan by 2029 for projects in the fields of transport (including metro development), green energy and private sector support.
